Justin Hsu, founder and principal
Justin founded Arctura and developed the Strategic Execution System after a career spanning military operations and senior leadership in financial services.
At Citizens, Justin helped connect strategy to execution at the portfolio level. He also helped lead agile transformations at both Citizens and Santander.
At the U.S. Naval War College, Justin served as lead consultant to the Navy headquarters responsible for planning and coordinating naval operations across Europe and Africa. He helped its teams translate strategic objectives into executable plans and improve how they made decisions, coordinated work, and assessed progress.
That experience informs Arctura’s focus on the practical questions organizations face as they put strategy into practice: how priorities guide decisions, who is responsible for acting, and how teams coordinate as conditions change.
